Eco-econo-efficiency Based Quota Allocation towards Coal De-capacity Reform Implementation: Case Study from China

Reducing coal capacity is an essential part of China’s energy transition, with the formulation a de-capacity quota allocation plan key to achieving its overcapacity reductions. This paper presents decapacity mechanism based on comprehensive consideration ecological, economic, and efficiency concerns at enterprise level deal problems. A multi-objective optimization model equilibrium strategy established for decision makers, in which ecological are measured by three waste emissions, economic concern assessed costs, using DEA method. By introducing membership function method, transformed into equivalent single form solved LINGO software. To prove practicality model, case analysis was conducted. The results indicate that due different each mine, ratio mine quite different. Compared government reduce mining area, benefits enterprise’s increases 4.69 million tonnes, costs has reduced 42.79 CNY. sensitivity under parameters maker preferences implemented, production changes areas analyzed compared.
